Dr. Kay Lumas, President and CEO

A native of Southern California, Dr. Kay Lumas presently works as a mental health practitioner in private practice and is also is on the faculty of Grand Canyon University. Dr. Lumas earned a BSS degree from Ohio University with a major in health science and human resources administration, a Masters degree in Education, Curriculum Development from the University of La Verne, a Master’s degree in Community Counseling from National University, and a Ph.D. in Human Services and Professional Counseling from Capella University.

In addition to her pursuits in the behavioral science and education fields, Dr. Lumas worked in allied health in radiology as a staff technologist and instructor for thirty-three years. Dr. Lumas also has over 14 years experience in the human resource field in general human resources and labor relations. She completed a Professional Designation in Human Resources Administration at the University of California, Los Angeles. Her expertise addresses drug testing policies, particularly with ion scanner technology.

Dr. Lumas’ research interests are centered on detection technology that is used in drug testing protocols, mainly, trace detection technology that identifies and analyzes illicit drugs, chemical toxins, and explosives.

A published author, her book on Drug Testing in the Workplace: A Pilot Study on Trace Detection Technology addresses the use of trace detections systems as a stand-alone screening system for narcotics detection. The book is available on Amazon.com. She is currently conduction research for a second book on the use of this technology in various work industries, i.e., school districts and the correctional industry.

CONSULTING SERVICE
• Accomplished in research and corresponding with local, state and out-of-state agencies to complete documents related to claims, benefit denial, recovery of unclaimed property, unreturned deposits, retrieval of safety deposit box property, and removing outdated safety violations.
• Handled documents and correspondence related to Small Claims, Landlord/Tenant, Social Security, In-Home Supportive Services, Consumer Problems, Medi-Cal Medicare. Filed completed documents (including transcribed declaration attachments) related to court hearings.
• Investigated and provided information networks related to housing issues, evictions, outreach programs, and transportation services.
• Developed and coordinated food bank program for Seniors and persons-in-need at senior complexes.
• Drafted grants and proposals for human and capital funding projects.

VOLUNTEER SERVICE
Extensive background and demonstrated knowledge in the legal process while providing information and assistance to litigants navigating through Rancho Cucamonga and San Bernardino Superior Courts, Pomona Superior Court, in California.

(GAP) Guardianship Assistance Program
• Provided information and assistance with guardianship forms and prepared for filing with the court clerk. Explained requirements for service and follow-up service. Instructed clients on how to access Probate Court’s web page and clear posted deficiency notes prior to client’s next scheduled court appearance. Wrote declaration attachments to clarify parental circumstances.

Small Claims Advisory Service
• Provided telephone information and walk-in counseling service to litigants. Prepared legal forms and provided instruction in filing requirements and court procedure related to jurisdiction, service method of documents, statute of limitations and appeals, collection process and after-judgment procedures.

MEDICAL- LEGAL TRANSCRIBER/EDITOR
• Transcribed from dictation History and Physicals, ER visits, Diagnostic Studies, Surgical Notes, Evaluations, Clinic Notes and Discharge Summaries.
• Typed patient histories from handwritten notes.
• Transcribed from dictation Legal Declarations, Depositions, Pleadings and Correspondence for Medical Malpractice and Civil Law firms.
• Transcribed from audio taped interviews of television shows, recording artists, magazines, conference calls of aircraft industry, engineering firms; and IRS and investigating agencies.
